The first thing we got was an ad for Bitsum Technologies, even with the portable version, which we didn't care for, but it only shows one-time, on the first run.

There's an option to "set click-through," allowing you to click through the top Window. The authors do mention that some modern and metro apps might not work with it.

From the right-click of the program's taskbar icon, you have additional choices, including disabling toolbar menu, click-through mode, and set-top for all Windows.

Overall, having quick access to change the settings of any Window is something we find very useful and think you will as well.
