before you post dumb comments please read the full release notes: "This driver created by ATI and modified by TechConnect Magazine" and its based on 4.12 but it has few modifications and it perform better then beta 4.12

Just because you ain't never heard of them doesn't necessarily make them bad, Omegadrive had to start somewhere too once long ago. That being said, I've never heard of these either nor tried them...with an X800 I ain't really worried about my performance right now. ;)

No ones calling it their own work, they say right on the page: "Based on Catalyst 4.12 beta" ATI even supports the Omega Drivers, which do the exact same thing.
