The server library's ABI was bumped to 69 while every other library stayed stable, so only shells and apps linked against mirserver need recompiling. Beyond the language shift, the release adds wl_fixes support, a typed wl_array wrapper, and fixes a long-standing multi-monitor regression on GBM/KMS hardware.
