I use powerstrip for refreshes. temporarly.

if you are using D3D Renderer for UT ---> dxdiag - more help - override your desired hz also you can set Vsync = True in advanced UT properties (True = off at UT D3D) ... for OpenGL you have to stick with registry or PowerStrip as mentioned before

man, i just want new drivers without that error when i try to play DVDs.
