This is by far my favorite download manager. It will speed up your download speed under some situations. It has to do, not with bypassing your ISP's forced download cap, but with bypassing the upload speed of the server your downloading from if that server imposes a max speed per connection (doesn't help if you are limited to 1 connection). In practice, this app works better than downloading the normal way via IE, Netscape, etc.
