This is great news for all you ATI users from Rage3d.com. In the Radeon 9700 forum, ATI was asked to add a force Vsync on option as old games and even new games do not have a Vsync toggle switch thereby causing texture tearing and got this response from ATI.

The Rage3D forums are one of ATI's best resources for receiving end-user comments and suggestions. While reading the RADEON 9700 thread it became very apparent that a number of users would very much like to see ATI provide a greater number of options in the Wait for Vertical Sync area of the Direct3D and OpenGL control panels. ATI takes our CATALYST commitment to end-user responsiveness very seriously, and as a result we will be providing a greater number of Wait for Vertical Sync options in both the Direct3D and OpenGL control panels in an upcoming driver release.
