Hercules have released a brand new Tweaker and it's version 2.4.

If you have already installed 1.0 version, please first uninstall it (click on "StartSettingsControl Panel", double click on "Add/Remove Programs", select the "Hercules 3D Tweaker" line and click on "Remove". Reboot your computer if requested by Windows).

NOTE : Make sure you have installed 14.10 drivers or above for your Hercules Graphics card.

Then exit all software applications, launch P3DTWK-9X2K-24.EXE and follow the instructions

MultiRes is a small, free(97kb), 32-bit alternative to QuickRes, with refresh rate and multi-monitor support for up to nine display devices under Windows 9x/Me and Windows NT/2000/XP. New in the latest version, amongst other things, is a proper setup program and included documentation, and an attempt at a universal, non-registry-based lock on refresh rates, that may appeal to gamers who are otherwise stuck at 60Hz.

You only need to run this program once after you have installed (or reinstalled) your display adapter drivers. No other procedures are necessary...
