Noctua's NF-F12 implements a new PWM IC with SCD (Smooth Communication Drive). The NE-FD1 PWM IC basically gives smoother torque impulses giving you a quieter fan at lower speeds. The NF-F12 also runs at a mere 0.6w @ 0.05 amps, making it a very power efficient fan for those who would like to go green.
