Luckily I asked on our MajorGeeks Facebook page and was pointed to MP3Gain. It does exactly what I needed in an open source package. Simply drag and drop or add a folder, analyze to see what the gains are and set a default gain. You can simply use the default 89.0 volume and in minutes you are good to go. Having never even seen the program before, I think it would be easy for anyone to use. It's not a tool you need every day but when the time comes that you want to normalize the volume on all your MP3's then this is the answer.
