Stardock's LogonStudio(TM) is a free program that allows users to easily customize new logon screens for Windows XP. Rather than requiring a resource hacker and downloads of .EXE files, LogonStudio uses a scripting language to allow anyone to create customized .LOGONXP files (archived in ZIP format) that can be sent to other users.
The current LogonStudio beta allows you to customize the graphics and colors of the logon screen, adjust text, randomize logons, optimize logons for specific resolutions, adjust scaling to support multiple resolutions with one .LOGONXP, and more to come! You can also restore your default logon screen with the push of a button.
