Thanks to fishyuk for posting about this documentation from MSI explaining how to enable the Athlon 64's "Cool'n'Quiet" throttling functionality. Cool'n'Quiet is a form of PowerNow! Enabling Cool'n'Quiet involves installing a software package in the case of Windows ME and 2000 or a processor driver in the case of Windows XP. Once installed, the power management settings can be configured through the Control Panel. In the case of an Athlon 64 3200+ (2 GHz), the CPU will run at 800 MHz when there is minimal load. Additionally, the CPU core voltage is reduced to 1.38V. When the load increases, the clock frequency will be increased in increments of 200 MHz, depending upon the load.
