Yes...

Just go to Start\Programs\Accessories and to Security Center and just click on Recomendations on each one and check the box that you will monitor those items on your own.

Then turn off Auto Updates and that should stop that from loading. You can also turn off the Service in your Services for Security Center.

I have the latest SP2 2142 and I do not have that loaded on my task bar and I think that is all I did to get rid of it.
