Monitor can't handle refresh rate garbled

Know what the screen looks like when your monitor can't handle the resolution/refresh rate? All garbled and jiggly? Once in a while, when I fire up UT, or select console in CS, my display does that so I have to reboot. I'm running a GeGorce2 GTS, with UT at 640x480 and CS at 800 x 600. So, there should be no issue with refresh rate or other since my monitor can handle those at 85 Mhz no problem. When it happens, and I turn off my monitor, then back on, the screen stays black until I reboot. Any ideas what is the problem? I'm running 29.42 detonators.

I think that is a driver issue not your monitor,
Try removeing your driver and your card from device manager and start again. I had a problem like that and it was fixed by reinstalling card and driver
