limit bandwidth

Network with 2 computers, connected via a switch, both windows xp. one sharing the internet connection (ISDN) with the other. Can I share the bandwitdt with a certain ration from the internet connection to the computer? e.g. : 30% for one pc, 70% for the other from the internet connection?

Not without some 3rd party software, and so far I haven't seen any windows based software that can do it reliably.

Traffic shaping like this is kind of messy to do in most software, so I think most companies avoid adding it to thier software. Even XP's QoS wouldn't help in this situation.
