I am not very sure this will help u but make sure that your power source has enough juice for that. 300 - 350 watt maybe?

my psu is an antec 480 true blue so i know i have more than enough juice.
what happened was after i put the fan in then powered up the pc everything went fine then i hit a key it rebooted and started beeping. cant even get in to my bios. so i pulled the card out n put in my mx 440
booted just fine reinstalled my ti, same beep.
anybody here knows how to troubleshoot this videocard or any steps or test or something....this is frustrating....i really dont want to shell out another300 bucks for a new one.

If it is not your spu then i will assume that the card is dirty. Use an eraser softly clean up the card ( the part where with gold...do u know what i mean?)
. Your system can not stsrt up because it cannot detact a video card in your system. As you know videom, card is a must have in a computer in other for the computer to operate. Anyway you say you has just install a fan, is it the fan for the graphic card?

i hope i am not posing this reply too late. My suggestion is, why don't you try your video card on other machine? Make sure that when you install the card put it in the AGP slot firmly and try not to over screw it with the screw. If you are to rma it, hope you get a xtasy 9700 too. good luck
