In windows XP you can set their region, I think, to a limit of 5 times. Though there must be crack programs and the like.

However I'm not sure.

Both the DVD drive itself and XP have DVD region locks; your DVD software (PowerDVD or whatever) may have a region lock too. In order to make your system regionless, you'll have to patch your DVD drive with region-free firmware (Google search for it), and use software like DVDGenie to make unlimited changes in XP and your DVD software.

hmmm I never had problems with DVD region .... it even worked with NO set Region ... and there are lots of tools that do NOT require firmware updates or any other hardwaremodification
so you don't need to complain too much

depends on the drive manufacturer and model.

theres a program called "DVD Region Free" that overrides the region code so it will appear to be the right region nomatter what. its a good alternative to flashing your drives.

I have a quite old DVD drive at that time no one did know what DVD region is ... I have always use the region free software made for the Hollywood plus card but when PC was strong enough to use without I didn't have any trouble either ...

but one thing is sure there is software to do the jopb without any hardware mod so don't complain
