Rainer over @ Teschke.de send me words that he has written a review about the brand new Griffin Technologies PowerMate.
The Powermate is an interesting input device besite the mouse with a very cool look and a excellent usability for multimedia applications and video editing software.
The PowerMate comes from the Mac and is now available for the PC.
The review is in german at the moment so I added a google translation link. The english version of the review will come soon.

Is it possible to turn off the lights or are they even programmable?

I've had one of these for my mac for about the past year.

The light is controlled by the top knob. The higher the value you turn it to the brighter the light goes.

Plus I dunno if the people who wrote the review relise this but the one on my mac has always worked on my PC. So there's nothing really new about it.
